Consumer Directed Personal Assistance Program (CDPAP) is a Medicaid program offered in New York State that provides individuals with an alternative in home health care services allowing the consumer to have more control over their care and how it is provided. Med Temps assists those eligible by recruiting first-rate caring and compassionate caregivers as well as serving as a “fiscal intermediary” (FI) by maintaining personnel and payroll records and billing Medicaid for these services.
Who Can Use the Program?
- Medicaid-eligible individuals
- Persons eligible for Home Health Care Services, Personal care services, or private duty nursing
- Those who require some or total assistance with one or more home care, personal care, or skilled nursing services
- Individuals who have a stable medical condition, and
- Those who are self-directing or have a designated representative who is willing and competent to assume the roles and responsibilities that go with this program
Benefits. Since you, the consumer, assume employer responsibilities (to hire, train, supervise, schedule and terminate), you are legally able to train your personal assistant to do tasks that a nurse would otherwise perform (such as administering medications) as well as coordinating any other services you may need. No longer are you subject to an agency or home care vendor to control who your home health care giver is.
Caregivers. A caregiver, or personal assistant, can be almost anyone—extended family members, family friends, etc. While your spouse or parent is prohibited per New York State regulations, a consumer’s adult child, son-in-law, or daughter-in-law are eligible to be “hired” as caregivers as well as other family members. If the caregiver is an immigrant, they must have a valid work authorization. They do not have to be certified because the training is carried out by the consumer and/or the consumer’s family.
Personal assistants are able to perform “skilled” care that would otherwise only be performed by a nurse. Some of those tasks might be administering medications, insulin injections, suctioning tracheostomies, and administration of oxygen. Other services provided by personal assistants would be household cleaning, meal prep, etc.
CDPAP Service Area. We cover 15 counties in New York (Allegany, Cattaraugus, Cayuga, Chautauqua, Erie, Genesee, Livingston, Monroe, Niagara, Ontario, Seneca, Steuben, Wayne, Wyoming, and Yates).
